Toons are the main protagonists of Toontown Rewritten. They are depicted as colorful, joke-loving, and carefree characters, that keep the Cogs from turning the Toons' colorful world into a dark and depressing business dystopia. When a Toon is created, the player is able to choose the Toon's gender, color, and basic clothing. Once a Toon is created, the player is sent to the Toontorial to begin their adventure.
Species
There is a selection of eleven total species that players are able to create. They include: cats, dogs, rabbits, ducks, horses, pigs, mice, bears, and monkeys. New species that had been released prior to becoming successful candidates of the Toontown Species Election are deer and crocodiles.
Gags

Unlike the Cogs, Toons can take a joke. Toons use all sorts of hilarious gags to battle against the Cogs, knowing that they will not be able to resist the silliness. When progressing through the game by completing missions known as ToonTasks, Toons can train up to six gag tracks while leaving only one excluded. Every beginner Toon starts off with a level one gag from the Throw and Squirt track. Should a Toon run out of gags, they can visit Goofy's Gag Shop from any playground to purchase more gags; however, level seven gags cannot be bought.
Laff

Invented by Doctor Surlee of Loony Labs, laff is the Toons' health. Toons can complete ToonTasks, max their Cog Disguises, and gain all trophies from certain activities to increase their laff limit. Every beginner Toon starts off with 15 laff points and can go to a maximum limit of 137 laff points. As Tutorial Tom states in the Toontorial, a happy Toon is always a healthy Toon.
Activities
While battling against the Cogs daily to protect Toontown, Toons may participate in certain activities to gain jellybeans or to have loads of fun. Different activities include the Trolley, fishing, racing, golfing, gardening, and parties.
Toons can group up in some activities. For instance, Toons can play Fish Bingo with one another to earn extra jellybeans. Another example is the Trolley where up to four Toons at a time can sit on the Trolley to participate in multiplayer minigames.
At Chip 'n Dale's Acorn Acres, Toons can sit on the picnic tables to enjoy food, or play games on the empty ones. These games are also included in annual ToonFest events where Toons can throw pies at Cog dummies, ride the merry-go-round under the ToonFest Tower, engage in brand new activities, and purchase exclusive clothing or accessories.

NPCs (non-player characters) are notable residents of Toontown who are characters run by a computer script rather than an actual person playing the game. There are various functions that NPCs carry out in Toontown; the most notable of all NPCs are those who offer ToonTasks.
Trivia
- The term, "Toon", is often used to describe a character in a cartoon (or sometimes animated) movie, series, or any other television-related item.
- Each Toon species has a different "howl" for whenever three O's are said in a row when speaking, or when using the SpeedChat phrase, "Owoooo!".
- The monkey's howl sound is the least distinctive, as "ooo" is occasionally used when a monkey says an invalid word in SpeedChat+.
- In Toontown Online, the pig, monkey, and bear did not originally exist. They were later added on in three different voting events.
- In Toontown Online, the cow, chicken, and goat were the three unreleased Toon species that lost several voting events. It is unknown if one of these species will be released in Toontown Rewritten.
- These species were candidates in Toontown Rewritten's species election but neither of them had won.
- Toons can have different statuses under their names. "Name Approved" means that a name has been approved for a Toon, "Under Review" means that a name is still being reviewed, and "Name Rejected" means that a name has been rejected from approval.
- If a player requested a name for their Toon but had been rejected, they can email support@toontownrewritten.com for an explanation on the matter, or simply continue requesting the name until it gets approved, as some staff members may have different perspectives of what is considered appropriate for the game.
- Although this is uncontrollable, a Toon's head will move to the direction of facing towards another nearby Toon. The same thing happens with NPCs as well.
