A Toon Building is located on streets and playgrounds. Most of them have a NPC shopkeeper Toon inside. Toon Buildings on streets can turn into Cog Buildings when a Cog steps in. If the building is liberated, a portrait of the Toon's head will hang on a wall inside the building. If you liberated a building and it has been taken over by Cogs again, the Toon Headquarters will whisper to you saying the Cogs have taken over the building you rescued.
