Slappy is a duck NPC toon, who hosted a special event to turn bears into Polar Bears and The Great Snowball Fight for all toons to enjoy, where he was positioned in the left side of Toon Hall in Toontown Central.

Slappy occasionally promotes his campaign with special events and occasions, usually located in Toontown Central.

On December 24, 2013, Slappy hosted a special event that turns bears into Polar Bears, the first of its kind and marked Slappy's reveal.^[1]

On December 27, 2013, Slappy hosted the first Snowball Fight in celebration of the Holidays.^[2]

On February 17, 2014, Slappy and Flippy will begin campaigning in Toontown Central for the upcoming Toon Council Presidential Election. ^[3]

Slappy was revealed on December 24, 2013.^[4]
Slappy has been an inhabitant of Toontown for a few years. He has lived in the Colorful Canvas district just on the outskirts of Donald's Dreamland. ^[5]
Slappy's catchphrase is "Don't be wacky - Vote for Slappy!" ^[6]
Slappy was seen as a actual playing character on February 3, 2014 onwards. When toons tried to friend him, he claimed that friend invites are against the Election policy, which is why he cannot accept friend invites or friend other toons. Disclaimer: It is unknown if Slappy was being played by a Developer, for Developers have the ability to switch off their icons.
Slappy stands on the opposite side of Flippy when hosting events, for Flippy stands to the right of Toon Hall.
Slappy's clothes have been custom-made by Slate Blue Rabbit, one of the main texture makers for Toontown Rewritten, as confirmed on one of her livestreams.^[7]
