A Penny Pincher is the second Cog on the corporate ladder of the Cashbots. Their level ranges from two to six. They can be found in at least one street in every playground.

Name of origin
A "penny pincher" is a nickname for someone who attempts to save every penny possible, typically synonymous or used with Tightwad, for example: "That penny pinching tightwad only wanted to pay the tip for lunch. He stuck me with a 60 dollar bill!"
Trivia
- Penny Pinchers are the only Cog with red hands. They are also the only Cog to have red skin.
- The Penny Pincher is the only Cog to have a form of currency in its name.
- Penny Pinchers are found in the Trolley minigame, Tug of War.
- They are the easiest Cogs to pull into the water.
- Penny Pincher is the only tier two Cog with the muscular body.
- In a Toontown Online trading card, the Penny Pincher's hands were claws which resembled pinchers, but the model of their hands are not claws.
- This could have been because of the fact that Toontown Online had budget cuts, meaning that claws would have probably cost too much to model.
