They can be found in all playgrounds apart from Toontown Central outside of a [[Cog Building]] or a [[Cog Invasion]], but they can only appear on specific streets, such as Sleet Street or Oak Street. They can also appear in low to medium-level Cog buildings. They appear very frequently in the [[Sellbot Headquarters]] courtyard, and also have a chance of spawning in every room in the Sellbot Factory, and may also spawn as the Factory Foreman. They also appear in the first round of the Sellbot Towers battle, as well as the 2nd round in [[Skelecog]] form.

"Are you shaking yet?"
―Mover & Shaker

A Mover & Shaker is the fifth Cog on the Sellbots corporate ladder. Their levels range from level five to level nine. During Doomsday, unlike other Cogs which attacked from a distance using Power Tie and Clip on Tie, the Movers & Shakers attacked by marching around the playground, creating small shock-waves. Every Toon caught inside a shock-wave would lose several laff points. As it was revealed in a memo sent to the Sellbot Department 18-A by the Chairman, the Movers & Shakers will be awarded with a "quality office" when the Cog corporations arrive.

They can be found in all playgrounds apart from Toontown Central outside of a Cog Building or a Cog Invasion, but they can only appear on specific streets, such as Sleet Street or Oak Street. They can also appear in low to medium-level Cog buildings. They appear very frequently in the Sellbot Headquarters courtyard, and also have a chance of spawning in every room in the Sellbot Factory, and may also spawn as the Factory Foreman. They also appear in the first round of the Sellbot Towers battle, as well as the 2nd round in Skelecog form.
