As seen in Toontown Online
Mickey Mouse is the Mayor of Toontown. He hand-picked Flippy and Slappy to run in the "Toon Council Presidential Elections". The winner would lead the newly-established Toon Council to take care of Toontown while Mickey is working on his movies. After the Toon Council Presidential Elections spiraled into Doomsday, it was Doctor Surlee who pointed out that Flippy was the only leader Toontown had left. Flippy accepted the Toon Council presidency, only until Slappy returns.
Mickey Mouse is absent in-game, but pictures of his face are is shown on top of Toon Hall at Toontown Central. The Toontown Central playground is also shaped like Mickey's head and ears. Even Doctor Surlee's pocket-watch in the Toontown Rewritten logo is shaped like Mickey's head.[citation needed]

Trivia
- In Toontown Online, Mickey Mouse could be seen at Toontown Central. He would walk around, talk to Toons who walked up to him, and even dress up for Halloween. In Toontown Rewritten, he was taken out for copyright reasons, though the texture map for his 3D model can still be found in TTR's phase files.
- They did give an in-game reason for this, and that is because he is a movie star and has to currentely work on some films for Disney, this also gave a reason for the Toon Counsil to exist.
