Mickey Mouse is a cartoon character created by Walt Disney for The Walt Disney Company and is also their mascot. He is an anthropomorphic mouse who typically wears red shorts, large yellow shoes, and white gloves.
In the Toontown universe, Mickey Mouse has his own neighborhood called Toontown Central. He is the mayor of Toontown who handpicked Flippy and Slappy to run in the Toon Council Presidential Elections for the sole purpose of electing a Toon Council president so he can focus on his movies while the president takes care of Toontown. Mickey is also mentioned in certain blog posts, such as Alec Tinn's announcement regarding the Toon Council Presidential Elections.[1]

- Despite not appearing as an NPC in Toontown Rewritten, Mickey Mouse's face is depicted on top of Toon Hall and on Toontown Central signs. Toontown Central is also in the shape of his head.
