Level 1 Cogs are the weakest type of Cogs. They have a total of 6 health points, and their light cannot be yellow. They are also at the bottom of their corporate ladder. They can only be found on streets in Toontown Central. Cold Caller and Short Change can be found in battles such as Vice President and Chief Financial Officer.
