An HQ Officer is an NPC Toon that offers ToonTasks at Toon Headquarters. There are four HQ Officers in each headquarters found in every playground (excluding Goofy Speedway and Chip 'n Dale's Acorn Acres) and on every street. On Tutorial Terrace, the first HQ Officer whom Toons meet is HQ Harry.

- The appearance of HQ Officers vary but some Toon HQs have more rabbits than ducks, more cats than dogs, and so on.
- As of the 2.7.1 update that was released on December 22, 2020, the ToonTask icon for HQ Officers now vary, after previously being a purple rabbit with short ears.
