GiggleMesh is a cream bear NPC Toon, who also is an SOS Toon.
SOS Toon
GiggleMesh is a 2-star Toon-Up SOS Toon. He uses the Bamboo Cane, which does a group-Toon-Up. He gives +30, +15, +10 or +7 Laff points to one, two, three or four Toons, respectively. His card could be rewarded by completing some of the 2-star SOS Card Toon Resistance ToonTasks offered by Rocky during Operation: Storm Sellbot Headquarters.
