A Flunky is the lowest Cog on the Bossbot corporate ladder. They appear in every neighborhood except Donald's Dreamland (except during invasions). They are renown to be the weakest Cogs in Toontown, doing a maximum of 7 damage, ranging from only level one to level five and are also one of the lowest business positions on the corporate ladder in real life. A Flunky is the first Cog Toon will defeat when entering Toontown for the first time (via the Toon-torial), which appears outside of Tutorial Tom's building.

- Flunkies are the only Cogs that wear glasses.
- Flunkies do not have visible eyes behind their glasses, as shown in Toontown Online in Flippy's office.
- Flunkies are the only Cog in the Maze Game.
- A Flunky is the first Cog you encounter, being introduced in the Toon-torial.
- Flunkies have the lowest maximum damage of any cog, at 7 damage.
- In Toontown Online, the Chief Executive Officer was demoted to a Flunky by the Chairman when he was defeated. The same will most likely happen when Bossbot Headquarters is released in Toontown Rewritten.
- Flunkies have a weakness to 1 dollar bills
