A Flunky is the lowest Cog on the Bossbot corporate ladder. They appear in every neighborhood except Donald's Dreamland unless there is an invasion. They are renown to be the weakest Cogs in Toontown, doing a maximum of 7 damage, ranging from only level one to level five and are also one of the lowest business positions on the corporate ladder in real life. A Flunky is the first Cog a Toon will see during the Toon-torial, which appears outside of Tutorial Tom's building.

A Flunky is the first Cog that every Toon encounters, being introduced in the Toon-torial.
Flunkies can only do a maximum damage of 7 laff points even at their highest level, which makes them the weakest cog.
After defeating the Chief Executive Officer, he will be demoted to a Flunky by The Chairman.
Flunkies can be frequently found on Barnacle Boulevard in Donald's Dock. This is because the cogs roaming that street ranges at levels 2 to 4 and the street has a 90% chance of spawning Bossbots.
The Flunky head and glasses are separated in the phase files due to Corporate Raiders using same head mesh, but with a different texture.
They are known to be one of the most recognizable cogs in the game, because it is the first cog Toons encounter and the most prominent in advertisements for Toontown Online.
