While [[Doctor Surlee]] is absent, [[Flippy]] and [[Sir Max]] enter his lab. Sir Max says they shouldn't be there, but Flippy explains that he's a good friend of Doctor Surlee. For that, Flippy says that Surlee knows how laff works and Surlee wouldn't mind him learning how to increase his laff.
 
 
According to Flippy, the president of the [[Toon Council]] is supposed to be the silliest Toon around. [[Slappy]] having a total of 42 laff points, which is four more laff points than Flippy, allowed him to believe that Slappy's silliness is hurting his campaign in the [[Toon Council Presidential Elections]].
 
 
In Filing Cabinet E, Flippy finds Doctor Surlee's blueprint about the Laff Meter. Flippy decides to scan the blueprint and figure out its Silly Cipher later.
